To further sanction Russian metal exports, the EU has decided to ban the direct or indirect import of steel products originating in Russia from October 1st, which also includes steel products processed and manufactured in third - party countries using Russian steel raw materials.
EU customs will conduct strict inspections on all goods declared with HS codes 7323, 7326, etc. that contain metals. To prove that the source of the product materials is not from Russia, all metal - related products from importing countries must provide an MTC (Material Transfer Certificate).
There are two types of MTC certificates:
1、Manufactory Test Certificate:Product certificates issued by the manufacturer.
2、Material Test Certificate:Certificates that can be issued by the manufacturer or other testing institutions.
If an enterprise cannot provide an MTC certificate, the customs may require the following supporting documents:
Invoice
Packing list
Quality certificate (CE certificate)
Long - term supplier statement
Documents proving costs and documents of the manufacturer
6、Export Clearanceform
Factory production description
Sales contract
It is worth noting that the customs does not accept the non - preferential Coo certificate as supporting documents. It is recommended to verify through the following methods:This new sanction undoubtedly raises the entry threshold for metal products imported into the EU. Enterprises need to more strictly control the source of raw materials for their products and ensure the authenticity and integrity of all supporting documents.
