In its latest consultation document, the Eurasian Economic Union (EAEU) has put forward a series of proposed amendments to the current Technical Regulations on Food Safety (TR CU 021/2011). The following is an overview of the key content of the draft amendments:
Development of Conformity Assessment Procedures:The Council of the Eurasian Economic Union has decided to establish approved forms, schemes, and procedures for conformity assessment. This is to standardize the conformity assessment process uniformly and ensure food safety and compliance.
Specific Definition of Production Batches and Assessment Time Limits:The new regulations clarify the definition of production batches and require manufacturers to conduct conformity assessment based on the shipping documents submitted by the applicant within the specified time limit.
Sale of Food before the Entry into Force of the Regulations:Even if the regulations are amended, food produced before the entry into force of the regulations and within the shelf life must still comply with the technical regulations required by this standard or the technical regulations of the Union and can continue to be sold until the expiration of the shelf life, unless there are special requirements from the regulatory authorities.
Food Identification Rules:The methods for identifying food will include product name, visual inspection, sensory characteristics, and analytical methods, etc., to ensure the correct classification and identification of food.
Update of Label Content Requirements:The new regulations have increased the requirements for label content, including manufacturer information, food name, purpose, identification code (barcode or QR code), production date, storage conditions, shelf life, and batch information.
Registration and Inspection of Production Enterprises:For production enterprises of animal - derived food, the new regulations detail the documents required for national registration and the specific requirements for inspection and approval.
Detailed Rules for Food Conformity Assessment:This involves the rules for sampling food, including links such as declaration of conformity, national registration, and veterinary and sanitary inspection.
Provisions on the National Registration Procedure:The national registration procedures for special foods (such as infant nutrition foods, drinking water, and special dietary foods, etc.) and new foods will also be clarified.
