Plant quarantine requirements for Honduran coffee beans entering the Chinese market
I. Registration of Orchards and Packing Plants
The orchards, packing plants, and cold - treatment facilities exporting to China need to be reviewed and filed by the Ministry of Agriculture, Food Sovereignty and Forestry of the Italian Republic, and approved and registered by the General Administration of Customs of China. Before each export season, the registration list needs to be submitted to the General Administration of Customs of China and approved before being announced on the website of the General Administration of Customs.
II. Pest Control
The Italian pears exported to China need to carry out comprehensive control of various listed pests.
III. Cold Treatment
The pears exported to China need to undergo cold treatment, meeting specific temperature and duration conditions. Then, there are also specific requirements for packing and storage after the cold treatment is completed.
The cold - treatment temperature requirements need to meet one of the following conditions:
(1) The temperature at the center of the pulp is 1.11°C or below, and the continuous treatment time is not less than 14 days.
(2) The temperature at the center of the pulp is 1.67°C or below, and the continuous treatment time is not less than 16 days.
(3) The temperature at the center of the pulp is 2.22°C or below, and the continuous treatment time is not less than 18 days.
IV. Transportation
The transportation of fruits needs to be carried out in a refrigerated ship that can reach and maintain the required temperature or in a self - refrigerating transport container. In addition, temperature records need to be made and confirmed.
V. Handling of Non - compliant Goods
Quarantine - non - compliant goods will be subject to quarantine measures such as cold treatment upon arrival, return, or destruction. If the above non - compliant situations are found, the Chinese side will notify the Italian side and suspend the import of pears from the relevant orchards, packing plants, and cold - treatment facilities.
VI. Packaging
The packing boxes need to cover the ventilation holes with insect - proof screens. If wooden packaging is used, it needs to meet the requirements of ISPM15. Each packing box and pallet need to be marked with relevant information. Each packing box and pallet need to be marked in Chinese or English: Exported to the People’s Republic of China.
VII. Phytosanitary Certificate
For the Italian pears that have passed the quarantine, the Italian side needs to issue a phytosanitary certificate, indicating the name or registration number of the orchard and packing plant, and stating in the additional declaration: This consignment complies with the requirements specified in the Protocol on Phytosanitary Requirements for the Export of Fresh Pears from Italy to China and is free from quarantine pests of concern to China.,
For the Italian pears that have undergone pre - export cold treatment, information such as the treatment temperature, duration, and the name or number of the treatment facility needs to be indicated on the phytosanitary certificate. For those that have undergone cold treatment during transportation (in containers or refrigerated ships), Cold treatment in transit needs to be marked on the phytosanitary certificate, and information such as the treatment temperature, duration, container number, and seal number needs to be indicated.
Before the start of trade, the Italian side needs to provide the Chinese side with a sample of the phytosanitary certificate for confirmation and filing.
